Why is the web written in the wrong language?

If you go to any web page, chances are you’ll find it’s written in the wrong language.
It shouldn’t be written in English.
Or Japanese.
Or Arabic.
The web shouldn’t be written in any language spoken by humans.
It shouldn’t mimic the way we speak.
It should mimic the way we think.
